With regards to the research carried out by CRRC, we are not reassured with the results of the last poll. It is reveals that Ms Burjanadze is confidently holding the runner up position in recent ratings and is steadily approaching the mark of being 10% short of the winning position, currently occupied by Margvelashvili. Because of this I suggest that the results presented to our friends from the NDI are to deliver a reassuring message that would remove any doubts of the following:
1. Prospects of a second round
2. Certain runner up position for David
3. Absolute lack of prospects for Ms Burjanadze
It is drastically necessary to increase the negative image campaign towards both Margvelashvili and Burjanadze, with particular emphasis on the latter. This will include material that both incriminates and compromises their family members, spouses, sons, daughters and parents. In this sense, David is in a less vulnerable position, with minor exceptions.
By the way, please relay to David that he should stop publicly vilifying the Mingrels. When we met he repeatedly referred to them as the most slow, bordering on cannibals ethnic group in Georgia. The irony however, is that our friend has the highest rating within this region.
By studying the results of the poll, I am once again convinced that the key target audience for Burjanadze is a voter, disillusioned by dreamers. Considering this I suggest that fewer resources are spent on negative advertising of the "dream" as a whole, and instead focus more efforts on a personal campaign against Margvelashvili and primarily Burjanadze. Georgi, Bear in mind that a low turnout and the maximum mobilization of your supporters is our main ally.
Once again I would like to ask you to step up the campaign on both media and social networks, both the negative and aggressive campaign against opponents and the continuation of the peaceful, positive positioning of Bakradze. I would also ask that you strengthen the information campaign directed at the young electorate. I am pleased and inspired by the results of the study, however I think that there are untapped reserves that still need to be mobilized.
As for future visits to Washington, a series of important agreements have already been attained. Naturally, this took great effort and time, but we will discuss this during our meeting in Europe.
It is imperative to enlist the support of our friends in Europe therefore a group of observers is currently being recruited. Given our modest means we will try to organize about 10 European missions to visit Georgia, as well as an impressive group of observers from the United States. I would not dare to guess the exact number now, but I think that next week I can give you a more specific figure.
As for engaging the European media, we are faced with unforeseen issues. Many of our friends refuse to cooperate on various pretexts. I think we need to change the information strategy in light of the fact that the efforts of the new government are gradually shifting the perception of Georgia within the greater global community. There is little doubt in the pro-Western orientation of the current government.
Intuitively I feel, although support can be found in recent studies, that government criticism should be expressed through the paradigm of the civil and religious rights of ethnic and sexual minorities. This model is easily accepted and supported by the European and American media. Think about it and let me know.
